How Much Does Fractional HR Cost in Canada?

Fractional HR can cost anywhere from a modest monthly subscription to several thousand dollars a month. The difference comes down to how much support you need, what work is included, and the level of HR expertise you’re paying for.

With A&A, we actually have 2 different types of fractional services. Our fractional HR, and our fractional HR leadership. We'll dive into our pricing, as well as how rates stack up coast to coast for different services.

When you search for “fractional HR,” you’ll find everything from occasional advice to a part-time Chief Human Resources Officer. We'll try and separate out how to compare apples to apples when selecting a fractional service.

If you’re a small business owner who needs help with employee issues, onboarding, policies, and performance management, executive HR leadership may be more than you need.

Here’s how to understand the pricing, compare your options, and choose support that fits your business.

1. What does fractional HR actually mean?

“Fractional” means you’re accessing part of someone’s time or capacity rather than hiring them full time.

It doesn’t tell you their level of experience, what they’ll do, or whether they’ll actually take work off your plate.

That’s where comparing providers can get confusing.

This is ongoing support for the HR work your business needs someone to manage.

Depending on the engagement, that might include:

  • Helping managers address employee issues.

  • Improving hiring and onboarding processes.

  • Developing and updating policies.

  • Supporting performance management.

  • Handling employee questions.

  • Building practical HR processes as the business grows.

There can absolutely be planning and strategic thinking involved. But the service also needs to help move the work forward.

For a small business, this is often the missing piece: someone who understands your organization, takes ownership of HR priorities, and helps get things done.

Many services marketed as “fractional HR” are actually fractional leadership engagements.

These usually involve an experienced HR Director, VP, or Chief Human Resources Officer, often called a CHRO.

Their focus is more likely to include setting people strategy, leading an existing HR team, advising executives, and guiding significant organizational decisions.

That can be valuable. It can also be overkill when your main challenges are inconsistent onboarding, unfinished policies, and managers who need help having difficult conversations.

A small business can need experienced HR support without needing an ongoing executive HR position.

The right starting point is the work you need done.

2. How much does fractional HR cost in Canada?

Fractional HR pricing varies based on the amount of support, the work involved, and the experience of the person providing it.

The biggest distinction is between hands-on HR support and executive HR leadership. Both are often marketed as fractional HR, even though they serve different needs and come with very different budgets.

Here’s a practical comparison:

Service

Standard Canadian pricing ranges*

A&A Consulting rates

Ongoing Fractional HR

Approximately $1,500–$8,000/month

Starting at $1,250/month

Fractional HR Leadership / CHRO

Approximately $6,000–$15,000/month

Starting at $3,250/month

Hourly HR Consulting

Approximately $150–$300/hour, depending on the expertise required

Average rate of $150/hour, depending on the expertise required

Canadian ranges reflect published pricing guides and advertised rates reviewed in October 2026. They are budgeting references rather than verified national averages. Scope, hours, seniority, and contract terms vary between providers.

A&A’s ongoing Fractional HR and Fractional HR Leadership are separate offerings, with separate starting prices, because they address different needs.

What does that mean for your budget?

If you need someone to support managers, address employee issues, improve onboarding, and move everyday HR work forward, start by looking at ongoing Fractional HR.

If you need someone to lead your HR team, set people strategy, and participate at the executive table, look at Fractional HR Leadership.

If you only need help occasionally, hourly HR consulting or HR On Demand may be the more manageable option

An ongoing subscription offers a lower hourly rate in exchange for consistent monthly support. Occasional consulting can still mean a lower total spend when you only need a few hours of help.

You don’t have to budget for an executive HR leader when what your business needs is practical, hands-on support.

3. How do fractional HR pricing models work?

Monthly subscriptions or retainers

You pay a recurring monthly fee for an agreed amount of support or a defined service package.

Some providers base the fee on hours. Others base it on employee count, scope, or access to particular services.

This can suit businesses with regular HR needs because it gives both parties a basis for planning the work and budget.

Before signing, clarify:

  • How much capacity is included?

  • What happens when you need additional support?

  • Do unused hours expire, carry forward, or get handled another way?

  • Is hands-on work included, or primarily advice?

  • How can the engagement change as your needs change?

The word “retainer” also needs clarification. It can describe a recurring service fee or an upfront deposit used against future invoices. Ask which arrangement you’re being offered.

Hourly or pay-as-you-go support

You’re billed for the work provided.

This can work well when you need occasional help, such as reviewing documentation, working through an employee concern, or getting a second opinion.

An hourly rate may be higher than the rate offered through an ongoing subscription. However, your total spending can still be lower if you only need limited support.

For example, three hours at an illustrative rate of $175 per hour costs $525. That could make more sense than a monthly subscription if three hours is genuinely all you need.

The tradeoff is that occasional support generally leaves more of the ongoing HR ownership with you.

Fixed-fee projects

You pay an agreed price for a defined piece of work.

Examples might include an employee handbook, an HR assessment, or a new performance management process.

A project can address a specific gap without creating an ongoing monthly commitment. Make sure the scope explains what’s included, how revisions work, and whether implementation support is part of the price.

A combination of models

You can also combine ongoing support with separately scoped projects.

For example, a business might have monthly fractional HR support for regular employee matters and engage additional help for an HR system implementation.

The important part is knowing what fits within your regular budget and what requires separate approval.

4. What affects the price?

How much work needs to happen

A business with occasional questions needs a different amount of support than one hiring regularly, managing several employee issues, and rebuilding its HR processes.

Employee count helps provide context, but it doesn’t tell the whole story.

A stable 40-person business may need less support than a rapidly growing 20-person business with inexperienced managers and significant gaps.

The level of expertise required

Routine coordination, HR business partnering, specialist work, and executive leadership involve different skills and responsibilities.

Your engagement should match those levels to the work.

You may need senior guidance for a complex situation without needing a senior executive to handle every onboarding checklist.

Advice versus execution

Does the provider explain what you should do, help you do it, or take responsibility for completing agreed work?

All three can be useful. They also create very different workloads for you and your managers.

A lower monthly fee may leave substantial implementation work with your business. That’s fine if you have the capacity and understand the arrangement.

Complexity and delivery requirements

Operating in multiple provinces, supporting a unionized workforce, managing rapid growth, or navigating organizational change can affect the expertise and time required.

Regular onsite attendance, travel, and dedicated availability can also affect the quote.

The amount of catch-up work

Sometimes a business needs ongoing HR support and a substantial cleanup at the same time.

Missing policies, inconsistent employee files, unfinished onboarding processes, and unresolved issues can create an initial workload beyond normal monthly needs.

Discuss that upfront so the budget and priorities are realistic.

5. How A&A’s fractional HR model works

We separate our services into two distinct offerings because hands-on HR support and executive HR leadership solve different problems.

Fractional HR: starting at $1,250 per month

Our Fractional HR service is designed for businesses that need ongoing, practical support.

Plans start at $1,250 per month for 10 hours. You have a dedicated HR Business Partner, an assigned Generalist for additional support and coverage, and access to senior or specialist expertise when needed.

We learn your business, identify priorities, and work in 90-day cycles to manage current needs while improving your HR practices. The subscription offers a lower hourly rate than our pay-as-you-go services.

Fractional HR Leadership: starting at $3,250 per month

Our Fractional HR Leadership service provides Director, VP, or CHRO-level leadership.

Engagements start at $3,250 per month and can include leading an existing HR team, setting people priorities, advising executives, and developing the HR function.

Senior leaders focus on leadership responsibilities, with broader team support available for work requiring other levels of expertise.

We help you choose the level of support that fits the work, then build the engagement around it.

6. What if ongoing fractional HR is outside your budget?

You still have options.

If a monthly fractional engagement doesn’t fit your budget, or you simply don’t need regular support, HR On Demand may be a better starting point.

With A&A’s HR On Demand service, you set up a retainer and access support when you need it. There is no commitment to a set number of monthly hours, and you’re billed based on the work provided.

It can help with employee concerns, performance issues, policy questions, document reviews, and manager guidance.

This is a paid service, but it can be a more manageable approach when you need occasional expertise rather than ongoing HR capacity.

You can also prioritize a specific project first. If your biggest problem is onboarding, start there. If managers are struggling with performance conversations, focus the available budget on that issue.

You don’t have to solve every HR gap at once.

7. What should you ask before signing?

Before choosing a provider, ask these seven questions:

  1. Who will actually work with us? Understand their experience and whether you’ll have a consistent contact.

  2. What will they own? Get clear on advice, execution, and responsibilities that remain with your team.

  3. What capacity is included? Understand the hours, deliverables, availability, and response expectations.

  4. What costs extra? Clarify projects, specialist work, recruitment, payroll, software, travel, and additional hours.

  5. How will we track progress? Look for agreed priorities and a practical way to review completed work.

  6. What happens during absences? Understand how coverage works.

  7. How can we change or end the engagement? Check minimum terms, notice requirements, and options for adjusting support.

The monthly price is only useful when you can connect it to the work your business needs.

8. Frequently asked questions

Does every small business need fractional HR leadership?

No. Many small businesses primarily need practical HR support and someone to help manage ongoing work. Executive leadership becomes more relevant when the organization needs senior direction, leadership of an HR team, or support with significant organizational decisions.

Use our free 20-point HR Readiness Checklist to see what's working, identify potential gaps, and see if further support might be needed in your organization.

Is fractional HR cheaper than hiring someone internally?

It can be when you need less than full-time capacity. Compare the proposed scope with the work an employee would perform, along with salary, benefits, employer costs, recruitment, equipment, and coverage needs.

As the workload grows, an internal hire or a combination of internal and external support may become the better fit.

Does fractional HR include payroll and recruitment?

It depends on the provider and agreement. Some packages include these services; others offer them separately. Confirm whether “hiring support” means manager guidance, recruitment coordination, or a complete search.

Can I start with occasional support and move to fractional HR later?

Yes. HR On Demand can be a starting point when needs are occasional. If HR becomes a regular workload, an ongoing engagement may offer a better way to plan capacity and make progress.

Find HR support that fits your business

Start with the work you need help with and the capacity you have internally. That will make the budget conversation much clearer.
